When you look for a site in Mysuru you will see layouts described as “MUDA-approved”, “MDA-approved” or “DTCP-approved”. All three describe who approved the layout plan. This guide explains what each term means, why it matters, and what to check before you buy.
MUDA and the MDA
For decades the Mysore Urban Development Authority (MUDA) approved residential layouts in the Mysuru planning area. The Mysuru Development Authority Act, 2024 (Karnataka Act 39 of 2025), which came into force on 23 May 2025, dissolved MUDA and set up the Mysuru Development Authority (MDA) for the same area. Under the Act, permissions MUDA granted are treated as granted under the new law, so layouts approved by MUDA keep their approval. New approvals in the planning area now come from the MDA.
DTCP-approved layouts
Layouts outside the Mysuru planning area are approved by the planning authority for that area, with the involvement of the state’s town and country planning department. In the Mysuru market these layouts are usually described as “DTCP-approved”. AMACS India has marketed several, including Vastava GMM Enclave, Kubera Shelter, Dhatri Nakshatra and Astra Rajapatha.
Why the approval matters to you
- Building approval: you need a plot in an approved layout to get a building plan sanctioned.
- Bank loans: banks generally lend only for plots in approved layouts with clear titles.
- Services: an approved plan sets aside land for roads, parks and civic amenities.
- Registration: the plot needs a valid khata, and since 30 September 2024 an e-khata, to be registered.
What a release order is
Authorities usually hold back part of a new layout’s plots until the developer has finished the roads, drains and other works, and then release them for sale. Before you buy, ask whether your plot number is in a released lot.
Where RERA fits in
RERA registration is separate from layout approval. Under the Real Estate (Regulation and Development) Act, 2016, most plotted projects above the Act’s size limits must be registered with Karnataka RERA before they are marketed. You can check a project’s number on rera.karnataka.gov.in. AMACS India’s Avenue Brindavan and My-Sooru Layout are RERA-registered, and AMACS India is itself registered as a real estate agent (PRM/KA/RERA/1268/378/AG/221014/003144).
Questions about layout approvals
Is a MUDA-approved layout still valid now that MUDA is the MDA?
Yes. The Mysuru Development Authority Act, 2024 treats permissions granted by MUDA as granted under the new Act.
Is DTCP approval as good as MUDA approval?
Both are approvals of the layout plan by a planning authority. What matters is that the approval is genuine and covers your plot, and that the title and khata are clear. Check the documents for the specific plot.
Does a MUDA-approved layout also need RERA registration?
Layout approval and RERA registration are different. A plotted project above the RERA Act’s size limits generally needs RERA registration too. Check the project’s RERA number.
